Custody of my nephew ...?

My sister lives in another state. She has charges in two separate states and she just moved again. She is still married but lives with her boyfriend. Her husband lives here but is in no shape to raise a child. They are both drug addicts and are unfit parents. Would I have a chance of getting custody of my nephew if I turned her in ?
