I need help,has to do with puppies?

Ok so i have been taking care of my brother-n-laws dog for about a year now beacause he went to college but now is just living from friend to friend.He now lives with his dad.well i have a dog too and between that time my dog got her pregnant and had 3 puppies.well now that she had puppies all he cares about is taking 2 of them away and selling them and keeping the money for them( even though we have been taking care of his dog without him comeing to see her or see how she is doing,me and my husband buy her food and groom her,he never did) MY question is should i let him take the 2 puppies and get the money for them?he said he knows someone he will give one of the puppies to,and i told him no because that guy is never home either and didnt take care of his dog right,he ended up giving his dog away for chewing on walls,am i wrong to tell him he cant take none of the puppies aftr knowing he is just hading them to unfit not responsible people?he called the police saying that we stole his dogs lol the police said he can take his dog but we dont have to give him the puppies.Will i get in trouble if i dont give him any puppies?i know he might call the police again if we dont give him the puppies.can i go to jail or can he take me to court?i think im going to be the one to pay for thier first shots too! I just really care who these puppies go to,i want the owners to be responsible and have money to take care of them.they are half chihuahua and half yorkie.
