Meeting a new person?

I found out one of my neighbors is my age (16) and he was adopted and they just got custody back from his unfit parents so he stays inside all the time because he doesn't have friends or people to hang out with really, my neighbors asked my dad if he would bring him fishing to try and help him meet new people, otherwise he stays inside all day. After hearing this I was wondering how I could go about meeting him and trying to be his friend. Problem is I'm a little anti-social myself >.> and I'm pretty sure we don't have the same interests. On top of that I'm not good at meeting new people, it's always awkward and I don't know what to say. Any suggestions of what I can do to go about this :)
