Stumpy horse, how can I get his movement to be more fluent?

The kind of work you're doing with him may not be helping him a lot. Try doing basic flatwork exercises before doing dressage, jumping and complex flatwork movements. Try doing circles, figures of eight, serpentines and if he's not listening properly to you, do halts and half-halts to get him responding comstantly to you and your aids and commands.
